Because peace is the expression of God, divine Mind, it partakes of the nature of God, His omniscience, omnipresence, omnipotence. Moreover, it is active and not passive. This is indicated in the familiar words to the Philippians, "The peace of God, which passeth all understanding, shall keep your hearts and minds through Christ Jesus." It is cause for rejoicing to know that our Father-Mother God is keeping, through His peace, the hearts and minds of all His children.
Again, because it expresses God, peace must be perpetual, the same yesterday, today, and forever, and be perfect, ever available, infinite. Mortals believe otherwise, for by entertaining finite concepts of God they have come to believe that good can be displaced by evil; that health can be superseded by disease, abundance by poverty, manhood by decrepitude, peace by war.
Unaware of God's law of impartiality and universality, mortals believe in superfluity on the one hand and insufficiency on the other, thus making room for pride, hatred, envy, jealousy, covetousness, greed. Such false beliefs promote war.
