Addressing scarcity

Consider the following:

A text arrives from a friend who lives in a high, rural desert area in the Western United States: “Our [water] well control malfunctioned and pumped the well dry. It’s not recovering.”

An early morning call comes in over the summer camp radio. The motor running the cable skiing course (which allows guests to waterski or wakeboard without needing to be pulled by a boat) has broken—something inside has disengaged and the staff cannot start the motor. A replacement part would not arrive in time to allow guests to use the equipment.
