It is also likely that this city is facing severe problems. Many sociologists say that the most serious challenge facing our society is the urban crisis. Some of the world's largest cities have become almost ungovernable. Crime is at an all-time high. Ghetto areas breed despair and violence. Education systems are in turmoil. Mass transit systems and highways are congested. Pollution threatens the environment.
While the problem seems to be physical, some city planners and sociologists are now describing it as one of mental attitude.
